SWEEP grants explained

The State Water Efficiency and Enhancement Program is California's primary grant path for on-farm irrigation improvements. CDFA administers SWEEP through regional partners who provide technical assistance and funding access to producers.

Overview

What SWEEP covers

SWEEP funds projects that combine multiple irrigation and efficiency strategies. The goal is not just installing equipment but improving irrigation scheduling, water efficiency, and overall energy performance on your operation.

Eligibility

Who qualifies

SWEEP is intended for California agricultural land managers, individual farmers and ranchers, qualifying business entities in agricultural production, and California Native American Tribes. Your project must be on an irrigated agricultural operation in California.

Funding

Grant amounts

Each eligible entity may receive funding for one on-farm project of up to $200,000. The program is reimbursement-based, though some producers may qualify for partial advance payments depending on regional administrator policies.

Requirements

What you must show

Your project must demonstrate both water savings and greenhouse gas reductions. Flow meters or equivalent measurement are required to show water use. SWEEP does not allow projects that drill new groundwater wells or expand existing ones.

Eligible projects

What gets funded

SWEEP supports flow meters, soil moisture sensors, plant sensors, weather stations, telemetry components, system automation, irrigation system improvements or conversions, pump retrofits, variable frequency drives, and some fuel or energy-source conversions.

Is this for you?

Quick eligibility check

If you farm irrigated crops in California, have water or energy efficiency goals, and can document your current irrigation system and water use, SWEEP may be a fit. Saturn Terminal helps you assess your operation and prepare the documentation needed.

Process

Getting ready for grants

Saturn Terminal walks you through each step so you know what to expect and what to prepare. We help you understand your options, organize your information, and build a strong application.

Step one

Identify your needs and opportunities. What irrigation challenges do you face? Where can you save water or energy?

Step two

Map your eligibility and best-fit grant path. SWEEP or EQIP? Both? Saturn Terminal helps you understand which programs match your operation.

Step three

Organize field and irrigation information. Applications need crop type, acreage, water source, irrigation history, pump efficiency, and energy records.

Step four

Prepare and submit your application. We help you compile schematics, parcel details, and savings estimates so your submission is complete and competitive.

Grants make tech adoption real & easy

Funding removes the barrier between knowing what works and actually installing it. Saturn Terminal helps you identify the right improvements and navigate the grant process so the upfront cost doesn't hold you back.

Lower the cost of sensors and automation

SWEEP and EQIP cover soil moisture sensors, weather stations, flow meters, system automation, and irrigation upgrades that would otherwise require significant out-of-pocket investment.

Build long-term farm resilience

Better irrigation management and real-time monitoring help you weather drought, adapt to weather swings, and make faster decisions when conditions change.

Get expert guidance through the process

Saturn Terminal organizes your field data, irrigation records, and project details so your application is complete, competitive, and ready to submit.

FAQ

Answers to common questions about grants, eligibility, and the application process.

Who is eligible?

SWEEP is for California agricultural land managers, individual farmers and ranchers, and qualifying business entities in agricultural production. EQIP is available to farmers, ranchers, and forest landowners nationwide. Saturn Terminal can help you determine which programs fit your operation and location.

What documents do I need?

Applications typically require parcel information, crop type, acreage, water source, irrigation system history, pump efficiency data, energy-use records, and project schematics. Saturn Terminal helps you organize and compile these materials so your submission is complete.

When should I apply?

SWEEP funding cycles vary by region and year. EQIP accepts applications year-round but uses cutoff dates for funding selections. Saturn Terminal can help you understand the timeline for your area and plan accordingly.

Can I combine grants?

Some producers use both SWEEP and EQIP for different aspects of their operation or in different funding cycles. Saturn Terminal can help you explore how to layer programs strategically while staying compliant with each program's rules.

What if I'm denied?

If your application is not selected in one cycle, you can often reapply in the next cycle. Saturn Terminal can help you understand feedback, strengthen your project plan, and prepare a stronger submission for the next round.
